You type a username. Our servers fetch that account's current Stories, the same way any logged-out visitor could see the profile, and we show the frames in your browser with the time each one was posted. No Instagram session of yours is opened, because you never logged in. The viewer list only records accounts that opened the Story inside the app, and there is no account here to record. Rewatch counts work the same way, which is why replaying ten times leaves the count at zero.
